Eurasian Economic Union issued a final ruling on anti-dumping of titanium dioxide

After the EU anti-dumping matters landed, the Eurasian Economic Union and launched an anti-dumping investigation against China’s titanium dioxide industry, which will to some extent intensify the global pursuit of China’s titanium dioxide exports.

The products in question are pigments with a titanium dioxide content of 80% or more on a dry measure, excluding titanium dioxide used in the production of fragrances and cosmetics, pharmaceuticals and food products. It is understood that the Eurasian Economic Union (EAEU) was officially launched on January 1, 2015, and now includes Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia.

On July 11, the European Commission issued a notice to make a preliminary anti-dumping ruling on titanium dioxide originating in China. The preliminary ruling imposed provisional anti-dumping duties of 14.4% to 39.7% on the products involved.

According to the dumping margin, the anti-dumping tariff rate calculated in the preliminary ruling document is 39.7% for Longbai Group Co., LTD., 14.4% for Anhui Jinxing Titanium White (Group) Co., LTD., a wholly owned subsidiary of China Nuclear Huaiyuan Titanium White Co., LTD., 35% for other responding enterprises, and 39.7% for other non-responding enterprises, far exceeding the expected tax rate.

Compared with the EU anti-dumping, the Eurasian Economic Union imposes anti-dumping duties on Chinese titanium dioxide products, and the scope of influence is limited from the perspective of covering countries and tax rates. But overall will affect our country titanium dioxide export.

In this regard, in the short term, domestic titanium dioxide enterprises may face problems such as increased export costs, profit space compression, and decreased market competitiveness. It is suggested that relevant enterprises focus on three aspects of work.

Titanium dioxide industry response measures:

First, we should strengthen the construction of compliance, adjust business strategies, and strive to open up new markets. Product pricing and sales strategies should be ensured to comply with international trade rules, and the risk of violations should be reduced through internal audit and compliance training, reducing the possibility of anti-dumping investigations.

Second, we need to strengthen technological innovation in enterprises, make good use of resource advantages, and promote industrial upgrading. We should intensify technological innovation, improve product quality and reduce production costs. At the same time, we pay attention to the development and application of environmental protection and energy-saving technology, promote the green transformation of the industry, and improve the application of titanium dioxide in high-end downstream fields.

Third, we should pay attention to dynamic changes in policies, strengthen industry cooperation, and establish a long-term response mechanism. We should pay close attention to the dynamic changes in international trade policies in order to adjust market strategies in a timely manner.

Enterprises in the industry can join forces to jointly respond to anti-dumping investigations and form an industry non-injury defense. At the same time, it should regularly monitor changes in the international trade environment, adjust market strategies, disperse market risks, increase exports to other regions, and strengthen internal compliance management to ensure that all export behaviors comply with the requirements of international trade regulations.
